On 10 July 1918, the Vth Pan-Russian Congress adopts the constitution of the „Russian Socialist Federative Soviet Republics“ (RSFSR). A system of councils is codified as the form of government. Six days later the Bolsheviks will gun down the former Tsar Nicholas II and his family in Ekaterinburg (Siberia).
